Any year that lived in the South or Southwest. I don't think any particular year was significantly better or worse.
You should be able to tell quite a bit just from rapping on the floorpans from underneath. Can't always tell by looking because undercoating hides a lot, but tapping with a screwdriver works. If all you have is a bit of surface rust under the carpets, that's easy to take care of.

All years are vulnerable to rusty floors. Checking underneath is a great way. It's generally the first thing I look for when checking a XJ or MJ. If the carpet is falling through, it needs major fixing. The screwdriver trick is great for the interior put not perfect either. I did it on my MJ without pulling up the carpet. Bad idea. One previous owner threw down some crappy sheet metal to cover the hole. I pulled the carpet to find it rusted from inside out, after I bought it. Years of spilt drinks from 6 previous owners.
Safest bet is a Jeep from a southern state it's entire life with no road salt or beach use.
Here's a pic of how bad it was in my MJ.

The Great CF Cycle is quite the phenomenon. On a given day you'll see a certain topic trending, most of the threads answer each others' questions. A day or two ago I thought I saw 5 threads on fuel pressure.
Don't worry though Radi... between my two XJs I'm pretty sure I have all three of those.
