On a 99 XJ, are the Flasher relay (for the turn signals) and the Hazard Relay one in the same OR two seprate relays?
My issue right now is that when you select a left or right turn signal, does not matter if you just press or click into position. They signals blink once and sometimes twice, then nothing. No clicks or lights. Yet the hazards work just fine. Took out the multifunction and cleaned the contacts and greased them up, same issue.
Happens everytime, first noticed months ago, when it was random. Now its constant.

Here is a good thread about finding and replacing the relay on the JeepForum:

I just replaced my relay this morning because my blinkers would flash then just stay lit, same as my hazards. After replacing the relay both blinkers and the hazards work fine. The relay was only $20 at my local parts store.
Here is a pic of the old one that I pulled out:

You'll have to cut the foam tape and wiggle it pretty good for a while. I think I spent 20 minutes total to take off the dash pieces, replace the relay, and put the dash pieces back on. Pretty simple.

I don't know, it seems that $15 to $25 is the average price for a flasher/signal relay, so $20 was right in the middle. There were some for like $50 for whatever reason. Freaking crazy. Like you said, getting it fixed is the important part, and still a heck of a lot cheaper than some shop doing it.

It wasn't too bad of a deal. Because its combo flasher it costs more. The cheap one of RockAuto is $10 and the others are $20-$30, so for a local deal I dont think it was highway robbery or anything. Its different for the early Cherokees though because they have separate flashers and they can be had for as little as a $1 a piece.
