It took two ignition cycles to start my XJ. I was going to replace the fuel pump, but since a good pump costs $300 and it's a pain to drop the tank, and my pump was pumping the required pressure...well, I looked into another alternative. I bought one of the S.U.R 5/16" Check Valves (part number CKV5). Do a search and you'll find several vendors. I paid $30 for mine, but they range up to $50.
Creep under from the rear and right in front of the fuel tank there is a hard plastic fuel line with two quick disconnects. One goes to the Pressure Regulator on top of the tank, and the other connects to the metal line that goes to the engine. Cut the plastic line as far back as possible inline with the front of the tank. If you can remove the line, even better, but I couldn't remove mine unless I dropped the tank. Grab the line that you cut and measure the Check Valve distance from where the fuel line will go into it to the other side, and then cut the same distance from the fuel line. In other words, you have to cut a piece from the line so that it is not too long or too short. Now install the Valve to the line...then go underneath and do the same to the line coming out of the Pressure Regulator. Note: Make sure the little arrow on the Valve points towards the front. Also, make sure you use the nylon adapters that come with the Valve kit. The valve kit also comes with a clamp to secure the valve to the undercarriage.
Starting problem solved without having to drop the tank or replace a good Fuel Pump.
Holler if you have any questions.
