Try this, stick the tester to the output voltage and pivot the throttle gently. Read the voltage progression and check if there are any points where you get 0 volts or no readings..

Post a picture of the engine especially the area around the throttle body, so we can have a look.

The new O2 Sensor is working fine. The relay? I am not sure...

another good trick, run the **** out of it b4 u get the emissions tested. The cat works better the hotter it is

Yup glad too. My Ham plates will come on July 22.

The idle issue seems to be not that bad once it warms up. I'm going to let it slide for a bit.

I do however want to fix 3 other issues. My first major concern is the fact the XJ does not go into 4H, but will go to 4L. I'll check the usual suspects like the linkage and the transfer case fluid level (I have a feeling at this point its full of Play Doh or Pabst Blue Ribbon )

The other is the A/C; its holding a charge at 35 PSI but all hot air so I think its just the evaporator. The other issue is the cruise control and I know whats going on there.

There is nothing wrong with flipping cars, but according to the full DMV history on this XJ, he was aware of it not passing emissions earlier this year. Thats enough proof right there.

I have a question, I live in Oregon and their is NO requirement for emissions test passing here... What will all the rednecks and their huge diesel trucks spewing tons of black smoke and all...

So why bother with all the hassle?

Btw I only paid 300 bucks for my xj, pretty clean, no rust, run alright when I got it, better now after a tuneup, check profile for album of it.

Emissions testing is only in Portland and Medford; the two major sources of smog in the in the state. Prior to vehicle testing, smog was a big problem in those two areas. Its now under control now in Portland at least so smog during the summer isn't a major concern. DEQ runs a pretty reasonable test I think.

Lol i guess flipping cars is my life story then, that's all i've ever done! My XJ is my 5th car (I'm only 19, only been driving 2.5 years). I started with a $200 86 Honda Prelude that didn't even run, and now i'm at my XJ....It's really fun for me, i like to work on cars, i get learn different makes and models, and i get to drive a different car every 6 months or so!! All of my cars have had major issues that I would tackle, then i'd sell it and make a little profit, and go out and buy my next car. Not all of us car-flippers are bad people, i swear!!
