I've seen people go the other way but you will need the grill assembly as well because the 96 is really square and the 99 is round(round is used loosely after all it is a cherokee). You will also need to cut the front of the fender since the 99 stops at the bottom of the headlight for the bumper surrounds and the 96 goes about 6-8" lower. The body lines won't exactly match the door either.
