Default ever had a horn problem?

Minor question-- my horn works occasionally but less and less. I get a click when I hit the steering wheel pad so I think it's the actual horn and not the spring under the airbag. LIkewise I doubt it's the relay or I wouldn't get the electric click sound.
But I've never heard of the horn itself going bad. Any thoughts before I spend $23.09 on a NAPA horn for my 2000 Cherokee Sport?
Stay well.

1) Test the relay and horn input and output to make sure 12V and ground are present

2) remove the horn ( or run jumper wires) and apply 12V direct from the battery..see if it goes beep
