Default Evap Leak Causing Issues when Fueling?

1998 Cherokee has been having problems when pumping gas where the gas goes into the tank really slowly, causing the pump to shut off every 10 seconds. When inspecting the vapor lines, I noticed the return line (line closest to front of car) from the vapor canister is rusted out and completely disconnected from the canister. I know that this should be replaced regardless, but I was wondering if this leak in the return line could be what is causing the fuel to go in slowly?

Yes, it definitely can. Common issue on many vehicles.
