Engine Starting Problem/ Gas Mileage

Engine Starting Problem/ Gas Mileage
Two things!
First, every once and awhile my jeep won't do anything when you go to start it. But if I turn the ignition on and off a few times it will start right up. Not sure what that could be. Any help?
Second, I was wondering about gas mileage, I have read that if I change the exhaust and change the intake to a cold induction I could get over 20 mpg. Is this right? And is there anything I could do to get better mpg.
