If you're interested in the JB, here's a guide someone created and the layout of the JB that shows the fuse numbering.

If you can duplicate the problem repeatedly by moving the parking brake handle down, I still think you should pull up the floor console and the floor air duct and inspect all the wiring under there, even though the ABCM is located under the driver's seat (See pic) and the ABCM harness doesn't go near the parking brake mechanism. The clicking you hear from the JB may be caused by wiring defects under the console.

well i FINALLY found where my short is coming from but it doesnt make a lot of sense. it is where the hand brake cable split from 1 cable to 2?? i was able to move the cable around and it would spark out causing my problem. it doesnt make sense cause the only power the handbrake would have is the connection for the parking light? CCken you may be right but i can see the hand brake lever and dont see any wiring near it. im trying to load pics but idk if they will show or not

I would say you have a wire shorting to the chassis somewhere. Start searching larger power wires and work around the vehicle.
