http://www.wiringdiagrams21.com/2008...wiring-diagram

Here is the wiring diagram for your cherokee (way better than haynes manuals)
password is: wiringdiagrams21.com

Noticed you have the little red and little blues wrong
red-blue: park fuse
dk blue: clock, rear tail, license plate, front park/marker lights

This tells me that something is shorted in the blue - i know you said you are 110% sure that is not the case but no other option is available...

well, sounds like something with those... maybe the license plate light is shorted....

It is kind of hard to predict (like predicting the final 4)

try running a lead outside of the jeep to the tail lights and the license light and see if you can get them to light up, then if you have a multimeter trying checking the resistance of the original wires.

hmmm..... when you said you rewired, did you replace the wires from the light bulb to the switch or did you just cut out the head light switch?

different gauge wires would cause this. Also, if the rear lights wiring has a minor short (more resistance) the electricity will travel the path of lease resistance (to the front)
