Default Electrical Problem

I have a 97 Cherokee SE and have been working on it for a month now. When I step on the brakes, the brake lights and the backup lights come on. In addition, I usually blow the brake fuse in the PDC. Any suggestions?

I had a similar problem on my suburban. Someone ripped my trailer light plug off and the wires were touching. Not sure if that's it but worth a try.
