Default Electrical dash problem

We just picked up an 88 XJ Laredo. Everything so far seems fine and drivable except for the dash lights.
When you turn on the lights, you don’t get the dash lights, the bright indicator is on, and the left turn signal is lit….

I went and found another instrument cluster and swapped that out. It didn’t change anything, other than lower my mileage from 230k to 140k …

If I hit the left turn, it blinks just like it’s supposed to, and the bright indicator stays on.
The lever does not click for the brights, but does for the signal, and the lever does not change the lights from low to high.

I’m thinking it’s in the light/signal lever?
The only other thing would be the actual light switch (all other light functions work) ?

Just throwing this out there.....seems I may remember something about a Hi/Low beam relay somewhere. Could be wrong...probably am but it's a thought.
