Default electric cooling fan not working...help

Ok....so got a 97xj. Bought it almost a year ago. The electric fan didnt work and it had no catalytic converter on it. I ran 12 volts straight to the fan and nothing. So I figured new fan. Fast forward to last weekend. I put a new cat and muffler on my xj. Now she started running a little warmer. Around 210 on my gage....it always ran 190 until I put the cat on. So after work I stopped and got a new oem electric fan and new relay. I installed them. Started up my jeep and waited. Temp gage got up to 210 and the fan never kicked on. What temp should it kick on? Am I missing something. My Chilton and haynes say next to nothing about the electric fan. Any info would be much appreciated. Also....my temp gage will randomly quit working then come back to life once and awhile.....I figure it may be a coolant temperature sensor...does this affect my cooling fan?

FSM says efan on @ 218F coolant temp or when a/c compressor engages. Could be the sensor or bad electrical connection somewhere. The sensor signals the ECM, the ECM signals both the temp gauge and efan.

So then if I let it warm up and turn on the ac....the fan should kick on regardless of temp....if not their is an issue somewhere? Would the coolant temperature sensor trigger a cel code? Im not getting one for that....I am getting a couple codes but thats for a different post...lol
