Is it stock?
Don't why but seems some 99-01's when lifted can develop a driveline vibration.
Do a transfer case drop, 1/2" spacers between the crossmember and body and see if it goes away.

It's completely stock, Caish.
Thank you, jordan96xj. When I was under there working on the front end I saw the mud guard was torn and tried to tuck it where I could to prevent it from flopping down below the skid plate. I'll take another look at it..... and, yes, I thought maybe noise from drive line issues would be subject to applied load/torque but I wasn't sure.
