Driver side automatic window

Driver side automatic window
So my driver side window goes up and down but only a couple inches. Apparently this is a safety issue in Hawaii and I cannot get my vehicle legal until i get it fixed. My question is does this need to be replaced or is it possible something is caught in the track?

Well I tried to clear the tracks but couldn't find anything blocking it so I ordered a new piece from Rock Auto. Any tips for swapping them out?

Remove screws holding door panel in place. Using a plastic putty knife or something thin, pry back the door panel. Unhook two metal rods from door panel by sliding plastic retaining clip to side then pulling rods out. Unhook any electrical connections and panel is off. Unbolt three bolts to window regulator/motor and unclip two plastic clips at bottom of window glass. Remove regulator. Do reverse.
