Driveability issue

I know I already posted but I have new details and other crap to give. This issue is becoming urgent since I've stalling in traffic a few times.
1992 Cherokee 4.0L 5-Speed 4x4, 229k miles.
Hard starts, I'm 100% sure the engine in flooding since it will only start if I have the throttle wide-open, or disable the fuel pump. Once it does start, it'll stumble and misfire for about 20 seconds, if it doesn't stall, before smoothing out to a high idle, about 1000-1250 rpm. And it'll blast out black smog for a while. Unless I disable the fuel pump, then it'll rev for a few seconds (About 1,300rpm) before it dies, until I turn the pump back on. Sometimes this prevents further issues, sometimes it doesn't. Obviously, getting too much fuel somehow.
When driving, it hesitates badly when I get on the throttle (Revs about 300rpm, hesitates, then continues. And sometimes it won't rev over 3,500), sometimes it'll even stall and won't start again unless I disable the fuel again. Sometimes it won't have this issue, sometimes it'll go away after a few miles, and sometimes it does it non-stop.
Replaced the Crankshaft Position Sensor, no change. But, it was worth the effort since it was the original.
Cleaned out the distributor cap, no change.
Ran a strong fuel system cleaner for an entire tank, then put fresh fuel in the tank and made no difference.
Going to check the O2 sensor if I can get my hands on the right tools, since it's OBD1.
Oh, and checked the fuel pressures once. Annoyingly when I did the issue wasn't occurring, but I got 34psi at idle. Spec I found was 31psi. Disconnecting the pressure regulator did increase the pressure, to about 42psi if I remember right.
Another recent thing I figured out, unplugging the throttle sensor will resolve the hesitation issue (Well, just changes when it happens actually, so it happens right as I hit the throttle). But the starting issue seems to stay, still testing this theory. TPS was recently replaced with an off-brand one, since the old one threw a CEL.
