Default Dragging brakes or worse?

Had the jeep up on jacks this weekend and noticed that the rear two wheels are dragging at one point in their rotation. When I rotate each wheel and they get to the point where they grind they will only grind about 1/4 of a turn then are free and will rotate with minimal force. The right is bad and will actually stop unless I force it past that point. The rear wheels are brake drums so I cannot visually see what is happening. Any ideas what it might be....kind of weird it’s both rears? Maybe the e brake needs to be adjusted, but wouldn’t it be constant pressure?

do you have a LSD?
a little contact of the drums is normal, if you can turn the wheel with your hands without too much force it is ok.
Try to pull the handbrake and release it fast, then check again.
It is easy to remove a drum, just pull it off and check the shoes.

I am not using too much effort to turn them when they stick (I am pushing them along through the grind), but what is wierd is that they are only grinding at one point of the rotation? If it was any of the pad touching the drum wouldnt it be constant?

Not if the drum was out of round. The drums may need to be turned or replaced if they are severely warped. When you brake, do you feel chatter in the brake pedal?

No because the part that is touching is prolly an uneven rust lip on the drum and also the jeep on jackstands is something different than on the pavement.

X2 on this one...it may be out of round. New ones cost as much as getting them cut so its your choice...Tj
