so I recently redid the lift on my 2001 XJ as well as upped the tire size to 245/75. had all the fluids, changed the plugs and swapped the factory muffler with a magnaflow and 2.5" out the rear. I have a slight rattle/sounds like pebbles rattling around in a large can sound only when in gear idling- if I throw it in neutral the sound goes away, even if I blip the throttle it doesn't make a sound. I also have a bank 1 O2 sensor CEL at the moment...
im wondering if the O2 sensor or possibly a bad catalytic converter is causing my lack of power- when I say lack of power I mean my take off and speed is very sluggish up to around 40 or so... then she gets rolling, she also bogs down in OD. the only reason I ask if its the cat is the jeep only has 130k on the clock and I was under the impression the cat would last alittle longer.
thoughts? advice on what else to look at?

Not sure about an O2 sensor causing a lack of power. When I had one go only thing I noticed was that my fuel mileage when south. A stopped up converter will definitely cause a drop in power. Also you've upped your tire diameter. That will cause a drop in power.

Always worth a look at the line pressure and tv cable adjustments. They are separate adjustments, not one and the same.
The rattle sound is this new following your tune up? Old school I would be thinking ignition.
