Will some one be so kind and tell me.

My 96 1996 2.5 tdi. Do something strange when I switch to normal mode on night time my head light will not work, only parking light. If I turn the engien off and pull the switch inn and back it work normal until I turn on Kay and start the engine it go back at park mode.
Why is it do that?
