dash lights flicker

dash lights flicker
1996 xj. lights in the dash cluster flicker at night. if I turn down down the brightness (rotate it) on the headlamp switch seems the stop it. I just replaced the whole headlamp switch but the problem is still there. any ideas on what to try next? It just bothers me and I like to have all the lights at their brightest
