Default Cruise control wiring

While getting my clock spring replaced, the mechanic checked the voltage going through the wire. 2.4v.....he says it should be 5, so I have a faulty wire somewhere.

Is there a usual spot I should check for a wire worn through or broken?

What wire? Where was it checked?

Under what conditions did he check the "wire"? Ignition to RUN or OFF?
