Default Cruise control swap?

I just installed the OEM cruise control from a 2001 XJ into my 99 XJ. I followed a youtube video which made it so simple. Well, I tried it out and didnt work. This morning I tried it again and noticed the green "cruise" indicator on my instrument panel come on for bout 2 seconds then shut off. Has anyone run into this proble or am I missing something here?

Check the vacuum lines especially from the servo to the ball inside the bumper on passenger side. That line runs under battery tray and and wears out.

i did and they look good. I do remember when I removed the small cap on it to hook up the servo and it released air. Dont know if this is normal.
