Cruise Control Not Working - no light?

I'm trying to determine why the cruise control (Speed control) is not working in my 96 XJ. When I press the botton, the light doesn't even light up on the dash. I already looked at all the vacuum hoses, and they look fine.
Guessing it's an electrical issue?

Everything else in the vehicle works, including the horn. No airbag light is lit.
I'll give that a try, although the button pushes in and out just fine.

I checked over the vacuum lines several times, there are no leaks. I'm starting to think this is electrical related, so I verified the fuses. None are blown.
Is there any other things I should be checking? Horn works btw...

95-96 (pin 1 is at left with connector latch at bottom looking at back of switch):
No switches depressed: 806 ohms (tolerance 8 ohms) from pin 1 to pin 2
Cruise on switch depressed: 909 ohms (tolerance 9 ohms) from pin 2 to pin 3
Resume/accel switch depressed: 15400 ohms (tolerance 154 ohms) from pin 2 to pin 3
Set/coast switch depressed:
6650 ohms (tolerance 66 ohms) from pin 2 to pin 3
No switches depressed: 806 ohms (tolerance 8 ohms) from pin 1 to pin 2
Cruise on switch depressed: 909 ohms (tolerance 9 ohms) from pin 2 to pin 3
Resume/accel switch depressed: 15400 ohms (tolerance 154 ohms) from pin 2 to pin 3
Set/coast switch depressed:
6650 ohms (tolerance 66 ohms) from pin 2 to pin 3

If you want to pull the airbag off (not very difficult) you can pull the switches off and start checking the resistance values of the buttons as you press them. I found this awhile back and have posted on some various sites:
edit: If you want to also pull off the steering wheel, you can check continuity in the clockspring to make sure you have a connection from the switches into (and out of) the clock spring. Makes it easiest if you have some alligator clips or some wire that you can click a multi meter onto.

Does the cruise control advisory light bulb work?
The light lets you know the system is ready to be activated when you punch ON. The servo comes into play when you punch SET. No need to troubleshoot the servo if you can't get the light to come on.
Light first. No light, no worky.

The cruise on my 96 did not work when I got it. The buttons needed a blast of compressed air to clean the dust/debris off contacts. Worked good ever since.
