Just thought I would post my problem and the fix I found for someone else to use.

I have a 98 with cruise, but I couldn't get the cruise to turn on. All the vacuum lines were good, and the airbag light wasn't on, so I knew the clock spring should still be good.

It ended up just being the on/off switch mounted on the steering wheel.

So if you can't even get the cruise light to turn on, it could be your switch.
