cruis control not working

cruise control not working
Ive owned my '91 cherokee laredo for 4 years now and the cruise control has never worked. Ive checked fuses and relays and those seem to be fine. My vacume lines are mainly OK. So what else is involved that opperates the cruise control that could be broke or something else?
