Is the new head a used head or a rebuilt head?

Did you check fuel rail to see if there is fuel pressure?

Yes followed torq specs on FSM.
even if it wasnt torq'd to specs.. it would still start.. wouldnt run great but i would still start.. lol.

theres no starting so thier is no pressure in the rail.. its when the computer starts pumping the FI's do you get pressure in the rail..
if i press the nozzle i get a small squirt..

If you had a small squirt of fuel at the rail then you are good. Could the crank sensor not be plugged in maybe. Really stumped on this one, hard to really diagnose if you aren't there with greasey hands too. LOL!

hard to tell with out a good battery. Your computer needs at least 10.5 volts to work right. Maby a knock sensor they go out all the time and it will just turn over and over but wont fire. Id start with a good battery

as stupid as this sounds my cousin tryed to jump a car and did it backwards and it did the same thing, it cooked all the wiring. just a thought. and the cps is on the back of the engine on the same side as the headers.

Heres a wierd thing: when i turn the key to crank it.. i hear the starter go and then i feel the "juice" slow down so i back the key to off but the starter is still trying to go? what would cause that?
my maverick would do this all the time when trying to jump it, was caused by bad ground making the solenoid get hot and stick, when your trying to jump it is the other jeep running? might be getting alot of voltage drop through the cables

Trying to look for bad grounds.. makes sense..for selenoid sticking..
maybe even check the CPS for issues..

Thanks
