Default Control Arm questions?

I have a 96 xj that i've lifted 3 inches with just pucks and a add leaf kit and since iv lifted it i've had a bad speed wobble around 55 60 mph i know i need longer lower control arms but do i need longer upper control arms to?

Make sure your rig is aligned and tires are balanced first. Your stock lower arms should be ok at that height, your uppers are ok for sure - length wise. Now if the bushings are shot you will get bad ride quality and shimmys. You should also grease whatever fitting you have under the front end, a little grease goes a long way. Check your tie rods, ball joints and track bar. Excessive play in any of those is amplified with a lift.
