Cold Start Hesitation and Bucking

Cold Start Hesitation and Bucking
'99 Sport 4.0, Automatic.
I've had this problem for a while now. When I first get in to drive the car (early morning, or after been sitting for a while) it idles a little low/rough and when I drive away if I accelerate normal it will hesitate and buck until I go WOT then it will accelerate fine. It will hesitate and buck when driving for the first 3-4 minutes and then it is fine, sometimes even less time before it drives normal.
The only thing I've replaced is the TPS but still have the same problem? Should I swap out another TPS?
