cigarette lighter on/off

cigarette lighter on/off
99 XJ
When I plug any accessorie into my cigarette lighter outlet it turns on and off rapidly and there is a clicking noise coming from the passenger side kick panel.
the voltage at the plug is only 9.6V. The voltage at the fuse is 12.20 volts and the clicking is the cigarette lighter relay tripping. When I pull the relay the clicking stops and I loose power to the outlet.
Any suggestions on where to check next. I don't really like the idea of tearing the wiring harnes apart. I considered just taping into into the accessory plug behind the dash. That would be the easiet fix, but I also would like to fix it "correctly" if possible.
