Cherokee wont start

Cherokee wont start
Hello, looking for help to get my jeep on the road again.
It is a 1993 year 4.0 136kw engine with automatic transmission. Wont start (crancks but dont start, for few seconds it al moust started but now not) after the wiring under the dash was taken off and repaired (all wires and connectors are good) (someone messed with it and few wires head brund down), when you put the ignition the engine light dont light up, the fuel gets to the fuel rail, coil gets 12 volts. Cheked if the distributor sensor has voltage, on one of three wires thre is 12 volts and on one end there is some how 15volts (the battery does not have that voltage)
So can anybody have any good ides what to do?

Those didnt work.
BUT IF SOMEONE HAS SAME ISSUE(NO SPARK AND THE FUEL RELAY WONT OUPEN AND ENGINE LIGHT NOT WORKING) YOU SHOULD TRY NOTHER ECU, i have fuel pressure beacuse have direct power to my pump but fault was ecu.
