Default cherokee will not shut off

I have a real winner here. My 1994 cherokee 4.0, 5 speed manual doen not want to quit running. I have to stall the engine out to stop it. With the key switch off, dash components turn off, but not e brake light and BU lights as far as I see. I can remove the battery cable and sill runs. Will continue to run with alternator disconnected then shut down when cable pulled. Pulled igniton switch and removed both plugs and would still run! I have 12v at blue 12g wire feeding ASD relay and FP relay at ign sw conn. Disconnected ECU and still have 12v at pin at ecu, ign sw, and at relay center tat should be 0 v.
Which seems to leave the fuse box/bulkhead connection.
This jeep is not shy in having electrical problems, Headlight wiring, Fan motor wiring, Radio wiring melting fuses!
Having a problem removing engine side bulkhead connector.
Any Help Pleese!
Thanks

It's probably all corroded to ****.

Just a little FYI:
You can really cause a whole host of issues removing battery cables while the engine is running.

I had the same problem. It ended up being the ignition lock cylnder.
