Default Cherokee sport no dash lights and won't start.. help please!

Hi everyone, sorry if I miss anything but I'm new to the forum.
I have a 2002 Cherokee sport crd limited edition jeep, it is a manual and has around 100k on the clock.
The car was laid up for the last couple of weeks and I've just gone to start it and nothing, the key fob unlocks the doors and arms/disarms the alarm and when you get in the car the electric seats and blower work along with the lights, but when you turn the key in the ignition the normal red lights on the dash etc don't come on and the car won't turn over, in fact nothing happens!
I've checked every fuse inside and out, I've topped up and cleaned the battery terminals, changed the battery in the key fob, tried to jump it, even had the aa out and taken it to the local garage who checked the fuses again. I've stripped the barrel assembly down and checked the actuator, I believe that's all working as when you turn it to the starting position the fan/blower stops as though the car is starting before releasing it and the fan going back on.
I'm at a dead loss now and really need some ideas before I have to pay a fortune to get the diagnostic guy out.
Any help would be appreciated.

Since you say you have a '02 I am assuming you have a GC and not a Cherokee XJ. You may want to post this in the Grand Cherokee section. Most of us in this section know more about the XJ's and not the GC. They are completely different.

I only know it as a Jeep cherokee sport. It is the same as the one attached.

I'm not sure if that year and midel have a NSS (Neutral Safety Switch) but on older XJs that can lead to symptoms like you describe. Have you tried starting it in Neutral?

That's not any sort of cherokee. It's a liberty.

Anyhow, check your relays under the hood PDC (fuse box). The square black boxes that plug in. Find one for ignition and swap it out for one for the horn or something insignificant.
