there is a difference right around those years from the distributor ignition to the direct ignition. that would be an issue i think.
putting everything from the 2000 motor onto the 1998 motor and dropping it in IS conforming to 2000 specs.
they are the same block, just a few different sensors and intakes.
if your DMV or inspectors tell you otherwise, they're on crack and you can just get a lawyer, you WILL win.

What about the dizzy hole on the 98 block and no dizzy hole on the 00 block. Never messed with one that had no dizzy but is the hole retained?

00 block is the same unless it is coming out of a TJ or WJ then the engine mounts are in the wrong location. As for the 00 being a DIS then cam sensor is in the same place as you distributor is on you 98 just pull your distributor and install it in the 00 block it will fit. If you have the 00 intake install that in place out your old one it is alittle more efficient.
the cam sensor mounts in the same location as the distributor so they're the same.
the heads may be a little different, but I wouldn't bother changing them...it will still meet inspection. just say you put the 2000 head on it if they ask, but make sure you put the 2000 intake on it. this will actually make it more efficient and give it more power.

get the correct engine for yourr year. have rebilt locally or go to a engine exchange and give them your old long block and get the correct engine in exchange. If you want a great warreny and nation wide coverage the spend a few extra bucks and buy a Jasper re- manufactured a very good engine.

as far as the head, there is a casting in the newer head for the coil pack. the new coil pack cannot be put on an old head easily. you will have to reuse your head. this will require a trip to the machine shop, have it tested and resurfaced.
you're guaranteed to run into some snags with a different year engine, especially when we know there was a signicant change in ignition. but it can be done.

where, in ALL of these posts, does he say he's going to put the distributor ignition on?
he doesn't HAVE to. just drop the cam pos. sensor into the dizzy hole and secure it.
you are correct about the head casting....he will need to swap the heads.
