Default cel = po138 questons?

ok maybe some body can help me?,i got this jeep recently on a trade and really like it!! it needs a little tlc to bring it up to my standards but first i have to get rid of this stupid check engine light!!! it is a po138 code and it has 2 new o2 sensors already and no cat,i am in fl. so somebody already took it off and ran a single chamber flowmaster exhaust! but i did the DIY sensor simulator the other day and that didnt work?tried the battery disconect also and nothing, thinking about one of the sims on ebay, and the funny part is it runs better with the light on vrs it off? when i clear code light goes off but when cold it bucks and and runs like poop for a while then its fine, but wheni dont clear code it starts and runs fine when cold no bucking? any help would be great,it says bank1 sensor 2 voltage is high on scanner? thanks for any sugestions?

unplug the check engine light.. lol jkjk... I say put the cat back on... 96 and up cars and trucks have obdII with 2(or more) o2 sensors and when you take the cat out outs the light on.. P.S you don't really get alot of power by removing the cat anyways. i have done it before.. it's just louder..
