Default Catalytic converter question

my jeep wont pass smog and i know why dont have the tools or space or money to get the job done properly. So i have an idea to by a brand new catalytic converter thats 49 states legal but california where i live and slap it on there and hopefully i can get it to pass get my tags and worry bout the issue when i can do it right. Now my question is will it work? Im only failing on HC 130 when it needs to be at 93. Now i know all the legal bs that goes along with it and if they look under and see it it can fail i know but i wanna give it a chance if its possible any ideas?

Really hard to figure out what the question is. But I guess the answer is no if your thinking a new converter will make the engine run less rich.

When we had emissions here in my town, growing as a kid my dad would drive in 3rd gear with a fresh tank of gas and injector cleaner in his truck all the way there to get it really hot and blow all the crap out.

Could this work for him? I'm asking because I don't have a clue if it was a wives tale or if it is what always allowed him to pass.

Check the condition of your vacuum hoses leading to your charcoal canister and also your O2 and MAP. Too much unburned fuel will shoot the HC count up. Also, what condition are your plugs in?
