A/C & Heater cut out at 40mph?

A/C & Heater cut out at 40mph?
Hi everyone,
My xj has been doing some strange s*** (this has been happening after I replaced my exhaust manifold) when I get to just about 40mph when the A/C or heater is on it randomly cuts out, but I can still hear it going like it wants to blow out air but it won't. When I let off the gas it kicks back on? I've searched and searched some people said vacuum leak any suggestions to why it only cuts out at 40mph?!

Engine: 12 hole bosch Injectors
At 40 motors not creating enough vacuum to keep defrost door closed. Make sure vacuum line to storage ball is hooked up and getting vacuum.
