Question Budget lift kit / tire advice for my 2000XJ

I am in need of tires bad, and hate to buy all new tires at the current size, would commit me to them for the life of the tire, or hassle of trying to resell them. I have looked around for budget lift kits and and get the idea that it will be around $300 for the kit. Tires are a little confusing as I have the 16" wheel, and dont know what size tire to shop for, wanting to get the biggest that will fit on the jeep with the 3" lift... maybe 4" lift if I can afford it.... just dont want to get into all the extra mods necessary to do a bigger lift. As we all know, money is tight.... trying not to overspend.

Another question.... anyone know of any prebent dual tailpipe kits out there for the Cherokees? I currently have custom 2 1/2 " dual tails with a flowmaster and will need to change them eventually.

a 265/75/r16 is close to a 31" tire, which would go nice with a 3 inch lift.
