Default Brake lights not working?

All the other lights work, just no brake lights. When the headlights are on it seems like the brake lights may be stuck on. The rear lights look too bright for just running lights. When the running lights are off, I get not even a flicker from the brake lights while braking. I've checked all fuses, it has new bulbs, I replace the stop light switch, and I looked for bad connections/grounds... I'm at a loss and about to sell this heep....?

never buy an xj with the bendix 9 break system.

Okay problem solved. It ended up being some bad connections, I hate wiring.
