Default Brake job on a 8.25 rear axle

Doing a rear brake job on my 89 with a 8.25 axle. Got them installed, but the new short pad(Leading? trailing? I forget which) has about an inch less material then the old one did. Is that normal?

Also, how do I know how tight to adjust the new shoes?

It's normal, goes towards the front.
