Default Body work question, fixing a crappy job by the shop

So I recently noticed that I had some rust growing on my rear quarter panel. When I looked closer I realized that when the body shop repaired the area after an accident they didn't weld over the holes. They just smeared bondo over them and it has worn away. Now i have a little bit of rust and three holes to fix.

I don't have any welding equipment so I am hoping that someone has an idea for an alternate fix. It doesn't need to look pretty it just has to seal the holes so I can paint it and not worry about water getting in there.

My idea was to buy Rustys rear quarter skid plate and put those on, but I'm not sure if they are tall enough to cover the holes, and I can't find any picture of them installed on a xj.

The skid plate will allow water to get in between the plate and the body, then the holes will rust like crazy.

If I put the plate on I would paint the body first and put plenty of silicone on the backside of the plate to keep the water out.

The silicone idea would work i think to but im not sure if this would work but you could spry Rino Liner along the rocker panels
