blowing parking fuse

blowing parking fuse
i have a 88 cherokee that im working on for my brother. when i put the fuse in for the parking lights without the key on and all power off, my windshield wipers, heater, and radio turn on briefly til the fuse blows. it just started randomly. will not hold the fuse for more than a few seconds. Any ideas?
