blowing fuse 10 and 11 in fuse box

Check underneath see if o2 sensor wire have not fallen down and rub on drive shaft it a common issue with newer xjs.
I did and they were on the bracket so I moved the sleeve and there was no nicks or rubbing on the wires but I might check it again just to be sure. there full of oil could that cause a short if it ran in the o2 sensor?

Ground to the PDC from your battery....Not today.
Just because the cable may be black doesn't make it a ground.
The cable from your alternator to the PDC is black/white tracer. Just before connecting to the PDC bus (under that small cover) it has a fusible link spliced in (green cable). Look for it.
The Red cable from the battery positive post goes to the PDC bus, and another goes to the starter.
Is this what you see?
What's with the White relay? Where did that Bubba relay come from?

yes it goes to under that small cover in front of the PDC yes it is a green cable the splice I'm pointing at is the fusible link splice I took the little cover off and it looked fine no corrosion. The white relay 'BUBBA RELAY' came from advance auto cause my ASD relay was buzzing and my Cooling fan was always on so when I put those 2 new ones in it stopped. So the red wire is the PDC bus I didn't get to take the PDC off cause I ran out of time I went and got more fuses. sorry for the stupidity I don't usually work on wiring.

I've been messing around with it for a few days I've taken off and cleaned absolutely every ground and been pulling connections and cleaning them as well. Since I was blowing fuses f21 and f24 I decided to unplug the coil and put new fuses in and see if it blew well I turned the key and It didn't blow so could my coil be bad? Gauges still are not working even with the coil unplugged also. The stupid cooling fan came back on to when i had the coil unplugged. SO should I replace my coil or what next?

Do those fuses blow with the ASD relay removed, both battery connectors connected to the battery, and the coil reconnected? If so, disconnect the coil again an leave the ASD relay out and see what happens.

No.
Inspect the coil for cracks, and remove it and do the tests outlined below.
Also, inspect the coil wires carefully for chafing through their loom as they travel behind the distributor and up to the larger loom along the firewall.

I took the coil off no cracks however I tested the coil and at the secondary 12.60k ohms which is good,at primary however it read 0.00 so I got a new coil that I will install tomorrow. Should I replace my fuel pump relay since it kept running or you think it isn't bad and its just the bad coil causing it to stay priming?

The coil does not cause the pump to stay priming. Priming and full time running of the fuel pump is the function of the PCM.
Replace the fuel pump relay, and of course, the coil.

I would suspect the ASD relay. If the CPS was bad you wouldn't have the fuel pump running.
Swap the ASD relay with the radiator fan relay and see if you get spark. Relays are identified on the lid of the PDC.
