blower on when selecting vent?

1996 XJ. When I select "vent" on the HVAC, is it normal for the blower to turn on? Can I just have passive air venting like on most other cars? The only setting where the blower motor remains off is at "off". But outside air doesn't come in when you select "off", does it?
If that sounds confusing, let me rephrase, off blower air and vent on in air then off in vent blower is on when vent in off not blowing off, but vent selected no blowing blower blows air in from not outside? Your thoughts...

My 90 has a separate control for the blower. With it on at any speed, the only way to stop it is to select "off" on the other control...if that helps!
