I was changing oil on my 2000 Cherokee and noticed this black hose above the front u-joint
torn. It attaches to the top of the front transfer case.
Is it a vent hose? Can I just splice it back together?

most likely its front axle vent just take it loose get a new pc

 

it's the front axle vent hose.

 

and seem like yoke seals leaking id replace it if youve been in any deep water id drain and refil front axle
