and the specs are in no way better in any marginal amount, but when we are talking about clones, in a sense, than anything that sets them apart counts...if you will

im different
i have owned a 1991, 2000, and now a 1999
personally...i liked the 91 the best. I like the old "square" look
i like the older gauges inside...simple interior
opinions aside.....its a xj, with low miles...get it...if you dont like it. sell it and get a newer one

Personally I can't stand the 1996 interior. It's also a transition year which makes parts a *****. Some bits are from older XJs, some from newer, and some parts are actually unique just to 1996s. I believe the fuel system is a major source of confusion. This changes depending on the week a '96 was built! Unlike "proper" OBD-II XJs, they do not have a passenger air bag and the rear hatch is still fiberglass.
That said, go with what you like. It's still an XJ, they're all very capable and reliable. The #1 enemy of Jeeps is rust. Make this your first priority. Low mileage HOPEFULLY means that you won't have to service much. If it's been sitting for the last 8 years, though, don't hold your breath.
You can always swap the interior. Lol

i personaly lik 96- because there are way more of them in the junk yards than the 97+ making parts easier to come by. and i prefer the over all design of the interior/exterior. but if i were to get another xj i would aim for 98/early 99. i like my 96 cause its the only year with OBDII and the old body styling
