I'm no wizard with paint, but on GP, if you can't get it off, might as well just smooth it and paint over. Any masking lines will show through. In my limited experience paint won't hide anything, except paint!

theres deffinatly a huge step in the paint probably a couple mils. i wouldnt be able to just paint over it, you would clearly see the stripes anyways.. im still thinking sanding and repainting. anyone know about what grit to use? or where to get good paint from?

Sometimes it will easily come off with mineral spirits ( paint thinner ) ... the painted on stripes might be thick, but that paint is not as strong as the factory finish and will more easily succumb to paint thinner on rags and a little rubbing.
Once that process is done, polishing out of the entire hood would be in order.
Easier method .... go to Junk Yard and buy a hood with matching color, swap out the hood.

I used the turtle wax red compound stuff. Get it in a small jar at autozone for like 5 bucks. Its for heavy oxidation, green jar red/yellow label. That and an orbital buffer took the black rattle can off my roof. Guy didn't even sand it, just went to town with a rattle can.
Or sand, prep and paint your hood black like all the cool kids lol.
