Default Battery or starter problem


Hey all
I have a 1995 XJ Classic-Limited w/ 4.0L HO, AW4, NP242 and Dana 35s.
Lately I have noticed when trying to start it that when I turn the key to the start position, nothing happens. If I don't turn it completely to start, however, it often starts.
I have checked my battery at 12.7 volts, and the battery is only 18 months old.
How would I diagnose if the starter is the part at fault?

This, to me, points to the ignition switch.

x2, i had the same issue in my 96, replaced the whole ignition switch area where the key goes into, then 6months later damn thing did it again, so i just hard wired my ignition to two switches, one to maintain power and one to the starter. my key is only used to get it from park to drive
