Bad O2 sensor with no codes?

Bad O2 sensor with no codes?
My 94 XJ is getting crappy gas milage especially in the city. I use to get 21+ HWY and 16 or so city but now it's down to 16-17 HWY and like 10-11 city. I'm slowly working away at various ideas and have done all the filter, spark plug etc easy stuff but no change. I am getting no codes so was wondering if an O2 sensor can be partly bad or bad and throw no codes? Thanks
