I had this happen on my previous XJ to both doors and on one on my current '97. Sometimes, the mechanism gets so gummed up that they freeze. I had to remove the inner door panels (which was a bit of a pain with the doors closed, but possible) and manually open the doors from the mechanism. I then cleaned them thoroughly with brake parts spray, then reoiled.
The back doors aren't regularly used as often as the front, so this happens.

x2. My drivers side rear doesn't open from the outside either and the lock sticks. Haven't taken it apart to clean it all up yet.

Here's how you adjust the door locks.
Spray WD40 into the hole in the door edge to locate and clean out the 5/32" allen head bollt.
Unloosen the bolt 2-3 turns, then spray in more WD40 everywhere you can reach. Then operate the outside door lock buttons 15-20 times (this will release any binding). Tighten the bolt. This solved my problem with my r/r door only opening from the inside. I'd do all four doors.
The FSM says to do this before you try anything else.

You didn't mention if the key turns in the lock or not. If it does, then you have dropped rods connecting the cylinder with the mechanism. If not, then the cylinders are jammed or gummed up. If this is the case, try spraying a good penetrating oil in the locks (something on par with PB Blaster) and wait a few minutes for it to work. Then try the key again. I had occasional issues like this on one of the '97s and that always worked. If it doesn't, I'd replace the lock cylinders. It's not a difficult job.
