They make it this way so that you might be able to access the rear freeze plug if it needs to be replaced.

Good thing I will never have to do that! Changed my clutch 5000 miles ago and left the plate in there. Hoping to not have to do it again until I stroke my engine.

Just to update - plate installs easily if the locating pins are off. No flywheel removal required or forcing at all.

I had one locating pin in and I feel like the plate would easily flex enough to allow the plate to come off the pins had I had both. This is not verified, just my suspicion having just done the clutch job and plate replacement.
